The Roadmap to Upgrading ODA |

Korea is the first country that transformed its national status from recipient to donor country as it attained OECD/DAC membership in 2010. Accordingly, the Korean government finalized the roadmap to upgrading Korea's ODA activities to advanced level on Oct. 25th at the PM's Committee for development assistance.
The essentials of the roadmap are 1)to upgrade ODA activities to international standards, 2)to reform currently fragmented assistance system, and 3)to link the characteristics of the Korean development experience to international development assistance.
In order to realize this 'advanced assistance scheme', the government presented three strategies.
Firstly, priority will be given to developing contents for development cooperation. Relevant ministries will initially propose contents regarding 8 sectors: economic affairs, healthcare, human resources, administration(including ICT), agriculture and fisheries.
Secondly, assistance system will be reformed to boost effectiveness. Unified assistance strategy including grants and loan will be set up on the basis of region-specific conditions. Unified evaluation system will also be developed.
Thirdly, efforts will be given to strengthening global partnership. The roadmap focuses on increasing untied assistance and expanding Korea's share in the international ODA supply market. |
